Romania has been struggling for years with the absence of a coherent national planning framework, a central instrument to coordinate public policies in the medium and long term and to provide clear development directions. Such a strategic framework would allow not only to anticipate future challenges and optimize resource allocation, but also to create an environment conducive to attracting long-term investments. However, political instability, electoral cycles and the lack of a strategic planning culture have so far prevented the achievement of a national consensus and the efficient coordination of development efforts, keeping Romania in a state of stagnation in this essential chapter.
