E-Property is conceived as the central element, the technical backbone of the property taxation reform undertaken through the PNRR. The law creates the legal framework, but the real impact of the reform will depend on the capacity of the authorities to implement the system effectively and on the evolution of the real estate market. Beyond the declared objectives and the need to align with the practices of economically advanced states, the reform raises legitimate questions regarding the timetable, implementation and the real effects it will produce in practice.
