Stela Andrei, EY Romania: Eliminating the caps for pensions and health – opportunities for other states where Romanians are despatched workers

One of the changes brought by Government Emergency Ordinance no. 3/6 January 2017, published in the Official Monitor no. 16/6 January 2017 eliminates the pension contribution cap and abrogates the health cap which was due to come into force starting with 1 January 2017.

These measures affect the employees with an average gross salary of over 5 average salaries (namely a gross salary which is of over RON 14,305).

This controversial change is applicable to incomes received starting February 2017. Many employees and employers have already calculated the fiscal impact of these changes and, according to the information which we have, the results are not optimistic.
