Fiscal reform underway in the European Union has not been abandoned, despite the fact that the first half of this year was marked by the socio-economic challenges posed by the COVID-19 pandemic. Moreover, with the takeover of the EU Council Presidency by Germany on 1 July 2020, we see that fiscal reform is at the top of European priorities and can play a key role in the recovery plans of the post-COVID economy.
