European funds for investment projects of at least EUR 1.5 mil

Maximum 70% non-refundable funds for hotel/factory building or extension

In the context of the sharp decline in investments in 2018, the Ministry of Development reopens the submission session on the Sectoral Operational Program 2.2 and grants a minimum grant of EUR 1 million, according to the consultative guide published on 23 October 2018.

Companies with investment projects of at least EUR 1.5 million for the period of time between 2020 and 2023 receive a maximum of 70% non-reimbursable funds on the POR 2.2. The grant is of minimum EUR 1 million and maximum EUR 5 million. Bucharest and Ilfov are excluded from funding, and the Westerns Region, comprising Arad, Timiș, Caraș-Severin, and Hunedoara counties, receive a maximum of 55% non-reimbursable funds.

An eligible company must have had at least 3 employees in the previous fiscal year and profit. Companies with a maximum of 249 group employees are eligible. Eligible areas of activity include production, such as textiles, furniture, metallic clothing, but also services, such as design, hotels, leisure, etc.

The session will open either on 23 November 2018, in December 2018, or in January 2019, when it is the deadline for receiving comments on the current guide.

Roxana Mircea, Consultant on European Funds and State Aid Schemes, with more than 10 years of experience in the field, says: "I recommend the preparation of the investment projects swiftly, as those who have a minimum of 75 points will enter directly into the contract. It would be helpful for the eligible societies to complete their projects by 15 December 2018 at the latest. In addition, it is good to know that we will have such an opportunity for funding approximately in 2022-2023".

At the time of submission of the application, the applicant must submit a feasibility study according to HG 907/2017, a Certificate of Urbanism and the Decision of the Environmental Protection Agency, if it is a construction project, or just equipment offers and a business plan if the project does not require constructions.

Projects are approved according to the "FIRST COME, FIRST SERVED" principle, and companies that receive at least 75 points go directly to contracting.
