ADMINISTRATIA ROMANA A SERVICIILOR DE TRAFIC AERIAN ROMATSA RA

ROMATSA was founded as a State-owned self financing corporation reporting to the Ministry of Transport in 1991 on the basis of the Romanian Government Resolution GR 74/1991, with further modifications and completions. Main fields of activity: - the administration and management of the national airspace for General Aviation Traffic (GAT); - technical deployment of systems/equipment covering the above-mentioned airspace; - provision of ATC, AIS and Meteorological Services; - aeronautical telecommunication services; - civil/military co-ordination; - ATS research and development; - ATS staff training; - consulting and ATS provision. Air traffic services are organized in accordance with the Standards and Recommended Practices in Annex 11 to the Convention on International Civil Aviation (Chicago Convention) and are provided in full accordance with International Civil Aviation Organization (ICAO) provisions. The charging policy follows both ICAO guidelines and EUROCONTROL principles. Users are consulted on future charges through multilateral consultations. All activities are subject to international, national and internal regulations. Since January 1998, en-route charges are billed and collected by EUROCONTROL Central Route Charges Office. In order to support The Single European Sky concept in South-Eastern Europe, a Memorandum of Understanding was signed, in July 2003, at Strasbourg, by the Civil Aviation General Directors of Romania, Bulgaria, Moldavia and Turkey. The goal of this MoU is to establish the cooperation in air traffic management domain, and is sustained by OACI and EUROCONTROL. In this context, the air navigation services providers R.A. ROMATSA - Romania and ATSA Bulgaria have signed, in October 2004, an initiative to establish the basic requirements for the creation of a Functional Block of Air Space. In 2004, R.A. ROMATSA completed the Quality Management System implementation, using as reference the standard ISO 9000:2000. This allowed R.A. ROMATSA to receive from Bureau Veritas Quality International (BVQI), at 02/11/2005, the quality certificates ISO 9001:2000, for DSNA Bacau and DSNA Iasi and DSNA Suceava sub-units. The quality certificates awarded by BVQI have international recognition UKAS (UK) and ANSI-RAB QMS (USA).
