Romania, again with the largest VAT gap in the EU. The amount not collected from VAT means half of the budget deficit in 2021

Romania ranks first among the Member States of the European Union in terms of VAT non-collection, with a deficit estimated at 36.7% in 2021, slightly down from 37.3% in 2020, according to a recent report of the European Commission that analyzes data from the mentioned years.

Romania deepens its VAT losses in nominal terms to EUR 9 billion in 2021 compared to EUR 7.9 billion in 2020, the previous year in the report.

According to European Commission reports, since 2015, Romania has ranked first every year among Member States, with the most significant VAT gap. The EC notes that the gap remained large despite favourable conditions for improving compliance.
